Raven 22 Solutions Group/Harrell Group (Raven 22), located in Northeast Tennessee is an asymmetrical problem-solving security company. Originally established by respected U.S. Military Special Operations Officers and Non-Commissioned Officers (NCO's) having experience in numerous operations worldwide. The businesses capabilities in security and emergency management is enhanced through employing highly motivated and talented individuals with backgrounds in law enforcement, public service and private security contracting along with military experience. The professional accoutrements displayed by our staff uniquely lends to our ability in providing talented managers and security professionals capable of deploying dynamic security solutions for domestic issues in matters of security as well as areas not traditionally security related. As a means of continuing to improve the safety and security of those around us, we indulge in connective research and think-tank style operations to improve risk mitigative strategies.
Specifically, the targeting of unarmed mass assembly points and locations to attack the vulnerable has become all too familiar. For this reason, we at Raven 22/Harrell Group have developed the School Protective Security Specialist (SPSS) program. The incorporation of this concept merged with time-tested strategies will be key in preventing occurrence of aggressive actions against our children within their places of education and organized social functions. The concept of the SPSS was developed through our research of how to disable planning and remove vulnerabilities.
The presence of a specially trained and armed individual will severely disrupt aggressive efforts and lowers the risk of an assaultive opportunity. This concept was originally reenforced in the late 1990's with the increased introduction of a law enforcement presences (SRO's) in places of education. As highly desirable as SRO programs are, not all agencies have the available resources to commit to such an important assignment. Ultimately, the absence of an embedded law enforcement officer(s) in a school setting means that the response times to reduce/mitigate an emergency situation is greatly affected. In fact, without any presence, no fault of their own, the amount of time for law enforcement to respond and merely arrive on scene is greater than a minute and a half.
Our research and proactive planning has demonstrated the need for a response in 25 second or less to counter and prevent a threatening situation from expanding. A proactive operating presence will shorten reactionary response times and prevent injuries or losses of life. Incorporating into our model of practicality, "2-is-1 and 1-is none" encourages the investment of placing a team of two (2) SPSS operators at educational facilities. This action will significantly improve the overall security signature and prevent situations before it is considered or committed upon. The vetting standards for this position includes a physical readiness test, stringent background investigation and phycological examination. The course of instruction, developed by Raven 22/Harrell Group, is built around a certificated 60-hour SPSS training program providing training in the areas of "Crisis Intervention", "Critical Response", "Deescalation" and" Use of Force" are a few of the class to be taught.
Upon a successful completion of the course, the selective SPSS would be embedded to work within school operations. All course of instruction and standards are modeled around the specific requirements needed to keep everyone on school property and/or school events safe and away from harm.
